Civic knowledge expert and trainer to develop a resource guide on Social Accountability (SA) and Public Participation (PP)

BACKGROUND:

IMPACT-Civil Society Research and Development e.V., founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey, and Syria. The core of IMPACT’s mission is supporting civil society through long-term and balanced support to individuals and organizations in conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

PURPOSE OF THE ASSIGNMENT:

Developing a theoretical guide on Social Accountability (SA) and Public Participation (PP) tailored for Impact’s Northeast Syria partners. This guide will serve as a knowledge resource for CSOs who want to engage in SA and PP-related activities, including good governance. The guide will also be a reference for IMPACT trainers to conduct training activities on such topics. Additionally, a training-of-trainers workshop will be conducted based on this guide to the field capacity-building team to enhance their knowledge on the subject and prepare them to disseminate it throughout the region

SCOPE OF WORK:

The task aims to produce a comprehensive knowledge guide detailing the essential civic knowledge and tools that civil society organizations need to effectively carry out Public Participation (PP) and Social Accountability (SA) activities. This guide will encompass tools, best practices, and other crucial skills related to PP and SA, such as advocacy and alliance-building. The guide will align closely with the program’s themes of social cohesion and good governance. It will be comprehensive, incorporating international best practices while being tailored to the region’s unique realities and experiences. The guide will uphold the core principles of these concepts and ensure equal rights for all.

Training Components:

A training team, composed of IMPACT’s field trainers, will be prepared to use this guide. These trainers are equipped with the tools and methodologies necessary to convert the guide into an effective and practical training manual, including exercises and activities that convey civic knowledge to the target audience.

The preparation process will involve an expert who will accompany the manual’s development and lead a training workshop with the trainers. This workshop will emphasize the key points that need to be communicated and address any controversies or issues related to the knowledge being shared.

The Assignment is aimed to achieve the following objectives:

  1. Producing a comprehensive knowledge guide on Social Accountability and Public Participation for the Northeast Syria region to serve as a reference for Impact and partner organizations in the region.
  2. Empowering trainers from Impact’s field team with the concepts and theories of the guide so that they can deliver the training.

Methodology:

  1. Deliver using a blended learning approach and might consist of presentations, interactive sessions of practical exercise, and group works.
  2. Practical sessions using individual, or group exercises will be given to participants after each session to make sure that they can apply what they have learned to practice immediately.
  3. Participatory training methods such as brainstorming, simulation, group discussion, and case analysis.

KEY DELIVERABLES:

  1. Developing the knowledge guide resource.
  2. Working with a team of field trainers during the development of the material.
  3. Deliver a training workshop for field trainers on the guide.
  4. Preparing a final report on the process and the training workshop of the guide.

LOCATION:

The task will be conducted remotely, and the training will be online.

TIMEFRAME:

This is a short-term assignment for individual consultants starting in Oct-2024 till Dec-2024. It will be up to the expert to estimate the time needed for both tasks, and IMPACT will subsequently make selections based on this estimate. There will also be a dialogue with the initially accepted applicants regarding the administrative details and timeline.

DUTIES & RESPONSIBILITIES:

The trainer/consultant/resource person will:

  1. Sign with IMPACT a consultancy agreement.
  2. Discuss and agree with IMPACT on the content and deliverables.
  3. Design an appropriate process the guide development and training leading to the desired results.
  4. Propose the most appropriate methodology for the effective delivery of the assignment.
  5. Inclusivity of the content, its relevance to the context, and its transferability and trainability.

SKILLS/COMPETENCIES:

  1. The resource person/consultant should possess the following qualifications and expertise:
  2. An advanced degree in Gender Studies, Sociology, Social Work, Human Rights, or related fields is preferable.
  3. Extensive and in-depth practical experience in training and writing civic knowledge
  4. Proven experience in conducting similar work, preferably in conflict or post-conflict regions.
  5. Excellent command of Arabic and English.
  6. Strong facilitation and interpersonal skills.

TECHNICAL PROPOSAL:

The technical proposal should include but not be limited to the following information:

  1. A brief outline of recent experience and client references in carrying out assignments of a similar nature (Max. 1 page)
  2. Detailed description of how the consultant/firm understands and will respond to the ToR including an initial outline and a time frame.
  3. CV of the expert.

FINANCIAL PROPOSAL:

The financial proposal must contain an overall quotation in US dollar for all the services to be provided and must follow the following:

  1. Summary of the total costs for the services proposed.
  2. Any taxes if applicable.

PROPOSED PAYMENT SCHEDULE:

100% of the payment will be released to the expert after completing the assignment.

Weighting and Selection Criteria:

Applications will be assessed as follows:

  • Financially: 20%
  • Technically 80% will be weighted as follows:
  1. Context Knowledge: Familiarity with the region’s specifics and proven experience in capacity building within this context 20%.
  2. Topic Expertise: Depth of experience and knowledge in the specific training topic 20%.
  3. Training Experience and Skills: Demonstrated proficiency and effectiveness in training delivery and facilitation 10%.
  4. Proposal Assessment: How well the proposed outline aligns and responds to the stated objectives 30%.
